UnifiedBaseMeshStep.make_jigsaw_mesh(lon, lat, cell_width)

Build the JIGSAW mesh with river polylines added to the geometry.

The sizing field remains the authoritative HFUN input. The only new behavior is to add retained river geometry as explicit JIGSAW line constraints before the standard JIGSAW-to-MPAS path runs.
