Check whether an Omega build has a complete log of a build that matches the criteria

Parameters:

build_dir (str) – The build directory
criteria (polaris.baselines.BaselineCriteria) – What the build must have been made with

Returns:

reasons (list of str) – Why the build does not match, empty if it does
